Instant-issue service for renewable energy certificates valid for EV subsidy scheme promoted by METI and the Ministry of the Environment

ENECHANGE Ltd. (Head Office: Chiyoda-ku, Tokyo; Representative Director & CEO: Yohei Kiguchi; Representative Director & COO: Ippei Arita) has started the joint operation of GreenCart, our online platform for issuing Certificates of Green Power, with Japan Natural Energy Company Limited (JNE) (Head Office: Shinagawa-ku, Tokyo; Representative Director and President : Yoshiteru Kato), the largest* handler of green energy certification in Japan. Providing this service online makes it possible to issue green energy certificates instantly.
*As of July 2019, it held an 76% share, with 205 million kWh-worth of green energy certificates handled.

Green energy certificates and the Clean Energy Vehicle Subsidy Scheme

The Ministry of Economy, Trade and Industry and the Ministry of the Environment have started receiving applications for the Subsidy To Promote CEV Purchase, a subsidy given when purchasing a clean energy vehicle (CEV) such as an electric vehicle, on the condition that households or offices procure 100% of their electricity from renewable energy. The accepted methods to procure 100% renewable energy are 1. self-generation; 2. introduction of reusable electricity menus; and 3. the purchase of renewable energy certificates. GreenCart, run jointly with Japan Natural Energy, is a platform for online issuing of purchasable Certificates of Green Power, which are equivalent to method 3, the purchase of renewable energy certificates. GreenCart is presented as a method for procuring renewable energy by the Ministry of the Environment.

What can be done with GreenCart

GreenCart, which is an online issuing platform that uses a credit card settlement system and can provide Certificates of Green Power, can be used to immediately issue online what used to take about a month from application to certificate issue. Moreover, it presents the calculation method, targets for the general rule of a four-year period of annual power consumption, and the purchased amount of Certificates of Green Power required for the subsidy system in a simple manner. This not only shortens the time from application to issue by using a system that automatically calculates purchase amount, but also reduces the amount of stress during application.

Service to be released this summer, allowing companies to purchase Certificates of Green Power online

In order to achieve a carbon-free society as early as possible, RE100 companies and others are emphasizing initiatives to reduce CO2 on a per-company basis. This has created an interest in the Certificates of Green Power as a non-tangible commodity for renewable energy, and Japan Natural Energy is receiving an increasing number of applications. With GreenCart, it is now possible to purchase Certificates of Green Power for companies online as well, which means stress-free purchase experiences. In the future, we will be able to offer purchase opportunities to more companies and groups by increasing our sales channels. As an agent, ENECHANGE will support the introduction of renewable energy for companies based in office buildings and stores that do not have their own energy contracts, and who have consulted with us before.

What is a Certificate of Green Power?

A Certificate of Green Power is a certificate corresponding to a unit of environmental value, handled by the private sector and recognized by the Japan Quality Assurance Organization (JQA). As it uses the same calculation method as the I-REC Renewable Energy Certificate, it means that international standards can also be used to certify actual power amounts generated from specified renewable energy power generation facilities. In addition, it can track how much is generated over what period using what method at which power plant, and there is strict control over its use to prevent things like double use. This means it is a very trusted certificate.
